 Thanks to mgman, I got video with Contra 4 backgrounds in it. I could copy each frame to rip the background. See examples below.
 Now here's the problem. The video is 24bit color but I want to reduce the color to 8bit or less. From observation, the background could use less colors without reducing the quality. However, I can't do it properly with the current tools I have. The result is not efficient enough meaning the palette still have redundant colors e.g black color and slightly bright black color. OTOH I lost other colors which should be in the palette.
 Currently, I just reduce the color to certain number 64 colors for example then reduce the extra colors manually.

 Is there a better way to do this?

Is 18 colors OK?





I use this Ximagic Quantizer plugin, it's compatible with a lot of paint programs.

 Any number is fine as long the color quality is not dropped, Fight n Words. I find it ironic that after reducing color (without this plugin), the palette is filled with redundant black colors. OTOH the unique green color is gone from palette Sad.

 BTW how do you choose 18 colors? is there a way to find sufficient number of colors?

With a video source that's not lossless 1:1 pixel ratio, it's a total judgment call. I make a copy of the image so I can compare & then just test the different settings. You have to eyeball it. Even with nearly the perfect low color count, you may notice the 'brilliance' (compared with the original) to be less. If you really care about that, you can always go back after it's been reduced & hand select the more brilliant variation & replace the colors that way.
