This tutorial makes the assumption you have read the Development FAQ located here and is to guide you on setting up CodeBlocks to Build/Debug OpenBOR on Windows.  Visit http://www.codeblocks.org and download the installer.  Once you have completed this walk-thru, you should now be able to Build (Ctrl-F9) your own executable, insert break-points for debugging, etc...
