Unlocking the secrect character "Dragon Master" in the retail version of "Return of the Double Dragon" doesn't work afaik so this one has him playable right from the start.

From the release thread:

"-4 music modes.
-Only 1 character (obviously, the dragon characters).
-1 Hidden character.
-Weapons.
-EXTREME difficulty.
-Some original attacks from classics Double Dragon games plus new ones made by me.
-...And of course true DDragon feeling."
