Does anyone know who made the Balance of Power Mod?

I was thinking about putting my own twist on it in the future.

The author of Balance of Power is LBF, which is his former name. He changed his username to Kagekyo already. In that mod, his name is LBF.

What would you wish to add in that mod? Any detail of what you're planning to do with it?

I'm not sure what I would add yet, it's still just an idea for now, not sure if i''ll even do it.

I played that mod, and other then my own desire to add my own fighters (A certain two from Kazuna encounter), the first stage of the second set needs to be fixed, you get stuck along the way and can't go on, and I couldn't find any enemies.
