Player icon not using palette on respawn

My TMNTIII.5 mod has sprites colored with placeholder colors. Each character has its palette file defined along with some alternatepals. The icon is miscolored with the same placeholder so each turtle can share the same icon. When the player loses all their lives and continues they can cycle through the turtles to pick a new one. The icon shows orange which is the placeholder. If a remap is available and I push up or down then it correctly shows the remap. Only the starting palette is not being used. If I select a turtle when the icon is orange then it will change to the correct color for that turtle. Only the default color is not being used when selecting a turtle from a continue.

I was testing multiplayer and noticed that player3 and player4 icons do not always use the declared character palette in 16/32 bit mode. When I choose remaps they seem to work. Player1 and player2 only have this problem while selecting a character from a continue.
