New and wanted to use BOR on windows to create a windows beat em up. I was unable to find what I needed and I see there are versions for everything even linux. Where can I find what I need to develop on windows?

In order to open PAK files, download the Neo Edit Pack:

Most common advice people give is to crack open the PAK's to see what their made of. It's good advice. On the Wiki side of things their are very basic tutorials:

In essence, you have to do allot of reading but it's not that hard to figure the basics out. The great thing about these forum's is that there's a search function. Good luck.

got a question not sure if this the right spot for it if not i apologize.......when running openbor on windows how to i go back to the pack selection screen kind of a burden to exit out of openbor then restart it to select a different pak to play

You can't.  You need to restart OpenBOR to play a different mod.  There are good reasons for this that I won't explain here.
